Wayne Fleenor

D. Wayne Fleenor has more than three decades of extensive and varied public and private sector experience in government relations, public policy and corporate management. He has held a variety of public sector management positions with city governments as well as corporate management positions.

As Senior Partner with ROSS Communications, Mr. Fleenor provides services that include state and local government advocacy, policy development and strategy, community relations enhancement and utility regulatory support. He has proven experience in developing strategy and advocating complicated issues before community groups, the media, elected officials, and appointed boards and commissions to achieve successful outcomes.

Mr. Fleenor served as Governmental Relations Manager for the City of San Antonio, Texas, one of the largest municipalities in the United States. While holding this position he was responsible for actively promoting the City’s legislative program to members of the Texas Legislature, as well as legislative committees and administrative bodies.

Mr. Fleenor also served as Regulatory Affairs and Public Policy Manager for TXU Corporation, headquartered in Dallas, Texas. Mr. Fleenor was responsible for developing strategies, tactics and recommendations to ensure achievement of company regulatory objectives with various governmental bodies.

Mr. Fleenor has been recognized for his strong knowledge of utility deregulation issues as well as state and municipal government. Mr. Fleenor served as a Director and Legislative Committee Chairman for the Texas Economic Development Council.

He holds a master’s degree in public administration and a bachelor’s degree in political science.
